This grommet is located on the front mudflaps on a GU Patrol, and located on the inner guard of a GQ Patrol that the screw goes into to hold the flares on. When the mudflaps come loose or fall off it is very common for these to break, it is recommended that these be replaced every time a new mudflap is fitted.
Same for the GQ flares, if they come off, it could possibly cause the screw to be stuck or snapped off inside the grommet.
